Come May 1, the ocean-shipping business will be largely deregulated, setting off a scramble among shipping lines to lure customers with discounts. The same day, however, virtually all ships carrying goods from Asia to the United States plan to raise their rates by the same, mutually agreed, amount. If this sounds contradictory, it is.
